Bike insurance, Alberta or NB?

My brother is about to purchase a used BMW 1200. (I think it's an ST, he's a moron and doesn't remember)   Anyhow, he doesn't have a bike license,  he bought a bike when he was 16, failed the test, rode it anyhow and blew it up, so never got a license.   Now his G license if from NB, but he works in Alberta and commutes back to NB every 2 weeks, the bike is in Alberta and that's where he wants to ride it.
So, where to get insurance?  Can he get Alberta insurance with a NB license?   
Can he get his Alberta motorcycle license and keep his NB G license?   
Does Alberta have a displacement limit on new riders?
Either province have better rates for "new" riders? 
Anything else?

He never checks into anything first, he buys big ticket items and only then does he find out what he actually needs, drives me crazy.

What's a "G" license? I'm pretty sure nobody in Alberta is going to give him insurance unless he has a motorcycle license (called Class 6 here).

And I don't think you can get Alberta insurance unless you have an Alberta driver's license. And I'm pretty sure you can't have two different licenses from two different provinces, so I think he'll have to decide whether he lives in AB or NB.

Don't know what the rules are for new riders and displacement, but I don't think there's an actual limit. But I'm sure you'll pay more for a bigger bike.

Is he buying the bike from a guy in Edmonton?  Is it a late model 1200 from the States?

I think he said Calgary, I think it's a 2008, but I'm not sure.  Buying from typical BMW owner, pristine garage, couple of other bikes, bought it new.

In Ontario a regular license is called a G, a motorcycle is called an M, I have a GM, good for both obviously.

I basically told him the same thing, decide where you are living, you can't have both.

A friend of mine is selling his 2012 that he bought in the US (500km, a "demo") as he just picked up a 2014 that he likes better thanks to some changes.

An update on this.   
My brother ended up buying 2 BMWs and insuring both for far less than it would cost me to insure my 30 year old Kawasaki GPZ900R.

Apparently in Alberta a new motorcycle rider with a BMW 1200 is considered safer than someone in Ontario with over 30 years of safe riding experience.
