e-test and safety for used cars

I am starting to look at a second car for my family which my newly-licensed wife will drive.
I need to call my insurance tomorrow to find out how much it'll cost to insure her with her own vehicle.
Having said that, why do used car dealers sell cars list cheaper cars 'as is'.  Are buyers expected to pay the e-test and safety cost on top of the asking price (less any negotiated $ off)?  If so, how much will those cost?

Looking at cars around $5K so she can drive it without scraping it on a pole. Looking at 2006-2007 Camry SE and the like, as well as some older CUVs like Ford Escape and CX7.

No business case for putting money into them as there are plenty of as is buyers.  Plus not all areas of the province subject to e-test so why do one.

If so, how much will those cost?


Unknown.  That is why they are offered as is.

Looking at 2006-2007 Camry SE


2 different Camrys.  2006 SE has 3.3 liter V6 with t belt but a very solid driver

Ottawa?  We're in Newmarket, ON. If it's anything over $150 to insure her with her own car, then it's a no go.

That is good price, I price out insurance , just an online place, one car with new driver in the GTA  it was around  $400.00 a month

Be on the look out for rear wheel well/shock mount rust.  My '05 had severe rust issues in those areas.

My mother has a 2008 FWD Escape (purchased against my advice).  No rust...yet.  Or flaking paint.

for sure... now i get people trading in cars that *might* be sell-able for 5k... but with the new rules, also might never be able to see the road again without over 5k being put into them. so we get it for like 500-1000... do a bit of an inspection... seem pretty solid? cool. sell as-is. piece of crap? just let a wholesaler take it.

I think the as-is civic I got for $4K OTD worked out. I had to pay $70+hst for inspection and $240 for two tires though.
