ANY rust on an almost new vehicle is never a good thing.  How would the dealer stop this area from rusting up again?

That looks like rust run off stain which means rust is further up . 

Driving thrills makes my wallet lighter.. and therefore makes me faster because i'm shedding weight... :D

A car that recent shouldn't rust like that -- not a good sign -- I'd avoid it.
I'd rather be car-poor than house-poor...

It is a fastener, a plastic one.  It is not a problem.  WD40 and and tiny fingers and it is gone.

However, it does illustrate that this vehicle was never washed properly or regularly.  So check the history carefully. Oil change interval is 7500 km.

You're making the assumption that the stain is from corroding metal.   

Like suggested a shot of Krown or penetrating oil would "fix" it.  It's not a "run like hell" situation.

I wouldn't 'run like hell'. But I would remove that trim piece entirely, fix/replace whatever is causing that stain, and then coat the backside of that trim panel with some standard multipurpose grease (that thick black stuff) before installing.
