Toyota moved their headquarters from California to Plano Texas in anticipation of further production expansion in Mexico, though no announcement has been made yet.
It's hardly like GM is the only one trying to benefit from $3/hr wages.

The Mexicans are also helping out by upgrading the rail link to the US to help Toyota out. Looks like a fair number of US Tacomas will be Tijuana specials.

Complete crap.
Much more complex than that. You need not to have your headquarters in Dallas to make vehicles in Mexico. Sales and marketing were in San Fran, CA and the manufacturing headquarters was in northern KY and Michigan.
The catalyst was due to Delta airlines closing its hub in Erlanger KY where Toyota was located.
