Yup. Most 150s in the same price range are lesser equipped. I think the only value 150 competitor to consider is the Piaggio Fly 150 3V, which is $3199. Similarily equipped to the competitors but at a much better price range. The PCX is a maxi-scooter styled 150, that can do a better job with secondary road touring. The 12V adapter means you can keep a GPS or smartphone going for those light tours.

What probably lowers the cost of both the Honda and Piaggio is that they are assembled in Thailand and China respectively.

I wouldn't consider the Piaggio though. The engine is air cooled and the top speed is a lower 98km/h, I'm guessing because of a more restrictive rev limiter due to the air cooled design. I'd rather take a 2013 PCX150 if price was a concern. The lack of 12V adapter can be offset by an inexpensive 10,000 mAh USB battery pack.

Found some videos from a 2015 owner in Hawaii.

Cruise to Kaneohe. Seems like he has no problem maintaining 55-60mph throughout and seems to drop down to 50mph climbing up a good grade. On flats when he's cruising at 50mph due to traffic conditions, he is quickly able to get up to 60mph.  https://www.youtube.com/watch?v=q7HLq89RYhU

Night riding, keeping up with traffic fine on 50 mph freeways. https://www.youtube.com/watch?v=mpaFbmFbW7U

So definitely seems like a suitable bike for what I need. Half city half 80 to 90 km/h limit freeways.
