So the conclusion is that I should, indeed, drop $700 to have it painted?

Seems reasonable but in the future you should really have like 3 shops quote out the work so you have a better comparison. I've seen differences of thousands for the same job.
I concur.  I can still get more quotes...

WRT the rest of the quote, does it seem reasonable?  Is it 7.5 hrs worth of labour?

This.....$55/hour....I can't even think of anything remotely auto related that is this cheap. The hours seem ok.

It can be difficult to get a perfect paint match, especially if the paint is metallic. 
I specifically went to Toyota's preferred shop.  I'm sure it's more $$ because of the 'partnership' but I expected it to be maybe $100 more.  I would have thought to repaint would be $300-$400.

Not a matter of color matching, its about getting the metallic flake to match. It has to be sprayed the same direction, be the same quantity of flake....whole bunch of different factors.

well, i replaced the whole front bumper on my 2010 corolla (and obviously painted it)... i didn't use OEM stuff, but looked pretty damn good to me. i had 3m on my hood and fenders, so the blending was unnecessary...

total cost was about 450 including taxes iirc. this was on the one i sold to AP.... he seemed happy with it and it is going strong almost a year later. but i did get an amazing deal on it due to the amount of business i do with that shop.

overall, the price seems fair... but with that being said, i'm sure you can do it for less.

Update:

A local shop agreed to do the bumper for $400 flat (I have it in writing).  If I want the hood done, too, he'll charge another $150.  I'm going to do both in June after I'm done driving to NY State.

:) much better.
