Yeah... that's a Green Vehicle plate. What's the issue? The X5 xDrive40e is a PHEV... I reviewed one a couple months ago.

Was driving home from work, in the opposite direction there was a Subaru Forester with a F plate from département Isère (38), the older design though.

Makes for 3 France plates in the area, against about 2 dozen D (German) ones. There's a blue Mini Cooper clubman that I cross paths with occasionally from the 78 (I believe), and of course, I represent the 69.  O0

A lawyer in Moncton who specializes in DUI cases has "DUI DR".  The province has tried to take it away from him after getting complaints (from MADD I think) but he has fought it in court and still has the plates.
