No question wood burning "fireplaces" really smoke up the neighbourhood on nights that the wind is NIL. It's those WAX LOGS that should be banned. My parents used those things.
However, back then ppl didn't have air exchangers so it wasn't a problem. Although skunks are much worse.

So sorry that your next door neighbor did this to you. Hopefully not on to your patio. I understand that they can be very noisy and now you say carcinogens are present. I would think that the health aspect would be mostly a wash since the same aspect would be experienced from an indoor regular vacuum that most folk use. Still I suppose that you would be getting the neighbors portion in addition. Anyway possibly harmless but a friends installation was extremely noisy.
No question a central vac exhausted to the outside would have an infinitely greater chance of irritating a close neighbor; both for lung health and noise. Thinking townhouse as an example.
Other than something similar to a commercial Electrolux, I have found thru recent experience that the best machine at a great price can be had at Costco. Costco's Husky brand which is a unit made and sold out of Quebec. Forget Home Depot central vacs, just junk.

How come you only worry about what goes up the chimney?
What about Santa, going down the chimney?
