Admins (or anyone who knows) -- question for you

I'm setting up a website for a condominium. I want to set it up so: a) there's a members-only section for residents and; b) any new content will result in an email being sent to the registered users. That way if the Board puts up a newsletter, flash update, minutes ...whatever...the system will automatically email them and Google can't index user content. We're not setting up a blog. Users can't post their own content.

I've used WordPress and Drupal (and a bit of Joomla) CMSs. Is there a *free* package similar to vBulletin that will do both a) and b) for me?

-I've posted this question on a couple of sites where I have an account.  Would be interesting to see what the autos.ca admin says.

https://www.phpbb.com/ is free forum software. Widely used but sounds like overkill for your purpose. I'd look at WordPress plug ins if you already use that.

Yeah, forum software doesn't sound like the appropriate solution here.

Thank you all.  Overkill or not, I decided to go with phpBB.  It does exactly what I need it to.
