Mazda 17 inch wheels

I've been looking for a second set of wheels for my Mazda3.  These might do.  However, I'm concerned by the statement, "Your money is refundable if rims are rejected by the tireshop."

Maybe in case they can't bead the tires properly or it won't hold air due to wheel defects undetectable to the naked eye? Seems like a decent guarantee for and otherwise rare problem.

Is this a private sale?  I've looked at a lot of wheels for sale over the years and I've never seen that guaranty before.
Look over the wheels closely for any damage/dents and repairs.
