Repairing scratches on car body "Help"

I have some scratches on my car just wondering if it is possible to repair them myself and how would I go about to do it? I was thinking something like sanding it down, body fill and paint. Pictures below of the scratch any information you can give me will be helpful, Also how do I remove this black tar like stuff from my car?

Before you do any sanding, get some rubbing compound. Many of the scratches will come out with a thorough job.

Only after you do that can you determine if you'll need sanding/bodywork
