I thought cars all that dash warning lights indicating when a lamp is out......In fact, ideally cars should have brakelamps cross-wired so that there's a back up in case the main one fails.

I can't fathom why not.

My 2004 BMW X3 had that......heck the VW Tiguan even threw a warning light for the rear number plate night being out- "Check rear license plate light!" showed up in the board computer as well. It's really not that difficult for something like a Light Control module to figure out......if it's not consuming a certain amount of voltage, throw an error. Simple.
The Q7 I'm driving these beeps every time when I start the car that the plate light is out. Very annoying.

They put current monitors on the circuit.
