Spot on Paint - Any recommendations on removing it?

To me it does not appear to be rust which would be my main concern. I'm hoping its dirt or tar though. My problem is it does not want to come off, I tried soap and water, bug and tar remover.  Any further recommendations?  I had a hard time getting even a decent picture of it. This was the only good one of about 10 shots

That is one thing I don't have, can't say I've never used one

Is there something I can do or put on the spot to tell if its rust?  Would going over it with a clay bar tell me that?

Dont even worry about that.  If i were you i would just wet sand then polish. 

Driving thrills makes my wallet lighter.. and therefore makes me faster because i'm shedding weight... :D
