I just read the Gazette article. Doing an emissions check on cars and light trucks maybe when the are 3 or 4 years old and then every year seems like a good plan. Insisting that all OBDII faults are addressed another good idea. May as well then check all lights including legality ( no HID bulbs in convention reflectors for example) and aim, wipers, tires, brakes, shocks( including suspension height to be oem) and rust on the underside. Perhaps a 1 hour inspewction costin g $150 or so. I think that, if it were constitutional, that ALL provinces should have a safety check like that.
As for collecting statistics on vehicle mileage , in provinces with public insurance it would be interesting to see if they could charge insurnace for the km.
As for the black box. I think that they only hold speed data for a few seconds for use in a crash.
