They were in the old sealed beam 7" round days ( or 4   5 1/4" sealed beams).  Then Canada started to allow the euro H4 bulb in non-sealed beam headlights.   Then with the advent of the USA allowing non sealed beams with the 9xxx series bulbs they commoned up again. Then Canada said that it was considering allowing the ECE standards for automobile lighting rather than  the US standards.**    Both countries now allow the ECE standard HID bulbs  as OEM  but the US I think is still not totally onside with the ECE beam pattern ( sharp cutoff on dipped beam with a "finger of light" stretching down the right hand side of the pattern) but I don't believe it is disallowed. Consumer reports does not like the ECE pattern.
I think but I am not at all sure, that there are limits to the total illumination of headlights at any one time and that only 4 lights at a time are allowed on. 
The height above ground limits on lights are the same in both countries for cars anyway.


** this would suggest that amber rear indicators, rear fog lights and amber side markers would become mandatory. imho a good thing.
