I wonder why GM confirmed this investment/mandate BEFORE its next round of negotiations with the CAW...?

I would've thought they'd hold this over the workers to gain some more concessions, as the company has already decided on the Detroit-Hammtramck plant as a secondary source for Impala production.

In light of their recent near death experience they may not have had a choice but to play this openly in the hopes of buying some goodwill with the union.
