Hitch Cover LED Lights-Low Voltage

I bought an LED hitch cover for my 1998 Ford F250.  The hitch connecter on the truck is 7-way blade.  I had to buy an adapter to convert to flat 4-way.  When I plugged in the hitch cover, I noticed that the LEDs would not work.  The blue LEDs that illuminate the Ford emblem on the hitch cover should be getting power from the tail lights pin, which according to the wiring diagram, should be next to the ground pin.  A quick check with the multimeter showed 2-4 V DC.  The other pins checked out at 12 V DC(when the turn signals or brake lights were activated)  Why would the tail lights pin voltage on the 4 way connecter be so low?  I'm almost positive this is the reason the LEDs are not illuminating.  The hitch cover came with a small 12V battery and switch to test the LED, and it works when plugged into the battery, but not when plugged into the 7-way blade connector on the truck.

What is the issue?  Is it a bad ground?  Or maybe the connectors need to be cleaned?  Or should I replace the whole 7-way hitch connector?

Is there any rust on the connection ? or are wires or the back side in bad shape
But you think you chould still have 12 vdc even if it was bad wires

Is there a Prince Auto close by?

If so i think I saw a 7 pin tester there and it probably the cheapest place to get another
7 pin connector if you need one
