Driving down highway, this jackass merges from right, moves to all the way left and goes exactly 100 when me and other traffic in middle lane is moving faster than that.

Outside Toronto the 401 is typically three lanes in each direction. The right lane is supposedly for heavy trucks, other slow moving traffic, and for entering and exiting the highway - often via poorly engineered ramps. The center lane is theoretically a car cruising lane and a heavy truck passing lane.
It's not unusual to see a three-dozen strong transport truck convoy in the center lane, all straining at their 105 kp/h governors, with several transport trucks in the
hammer lane trying to pass them at a nosebleed-inducing 106 kp/h - which will often require ten miles or more to accomplish.
The OPP staked out on overpasses and in chase cars, radar enhanced cash registers anxiously scanning for arch-criminals in passenger cars doing 110 kp/h, do NOTHING.
