Depends which country.  Many countries have few, if any, requirements for scooters/small bikes.  And in many US states, no helmet required period.

I just couldn't ride a motorcycle without a helmet . Even years ago when the helmet law was suspended briefly I only rode 2 days without one before putting it back on .

Your post is flawed . Choosing to wear a motorcycle helmet does not make me a person who is obsessed with safety .
