I don't see why the state should be involved here. Just have the bikers sign a disclaimer with their insurance providers that they occasionally plan on riding without a helmet and have their premiums adjusted accordingly.

If they 'vegetableize' themselves, don't we all pay for their continuing care and treatment?

They don't euthanise non payers in the US just yet.  :)  Some level of gov picks up the tab for "patients" without insurance or without resources to pay.  Care or treatment might be sub par, but it still costs.

I would guess the vast majority of ppl who operate without a helmet have little in the way of equity to recovery costs from.
