Is there anyway to "fix" this...

As mentioned, ultra fine polish (like a swirl remover or finer) and a polisher.

The lenses on my Honda are still crystal clear and it is parked outside all year.
What you won't find in my car is a coffee, cigarette and a cell phone. What you will find is a driver; imagine that, a driver in a vehicle. What an effing concept!

A car has to do more than just perform; it has to stir your soul!

A true driver's car does not have cup holders.

So what exactly causes this?  Is it UV?  My '03 Pilot lenses look like new, mind you its garaged every day.  However, the '05 Civic I had was never garaged, and its lenses looked like new after 5 years.  I have never experienced the hazy lenses but have seen plenty.

A variety of things can cause your headlight lenses to become scratched, oxidized, hazed, etc.  Acid rain, UV, road debris along with the age and composition of the headlight lens are the main factors.  Fortunately, it's very easy to correct.

I have an 02 Honda with hazy lenses (and other issues).   The Honda gods must be really good to you.  :)
