That's the problem toll roads create.
Most people avoid them and end up on secondary roads or other already packed highways. That's not helping anyone but a select bunch.
LE: Imagine how much stress a toll free 407 would take off the 401.
Why don't we make everything free 
OK...well roads anyway. Who will pay for the upkeep of them? In Ontario just about every source of revenue goes to health care now and until the governments see sense.
A general road pricing thing would work although it would be called a tax grab if the government did it. In that case, secondary roads would cost as much as expressways per km in the rush hour ( Just to answer the post about avoiding tolls by using secondary roads) and the big trouble would be that if the technology was in place for general road pricing that tech would also work to enforce speed limits...the UK gov has/is considering that.
So I'll go back a few posts. "My personal preference would be to remove about 1/4 of the health care budget ( replacing that with user fees) and all of the speeding and RIDE policing budget and build some decent roads tolled or not." Maybe double deck the 401/404/Gardiner ? We don't get many large earthquakes around here
