Probably means in lieu of subvented financing.  Take the cash or low rates not both.

GM used to have a program back in late '08 or so where it didn't apply on cash deals, only non-subvented bank finance.  I had a few old timers pretty choked that to get the $5k they'd have to take out a loan, then pay it off after 30 days.
