Parameter Gamma in this case would be a function of speed (at least as a first order approximation...obviously some other factors are involved, such as whether its a holiday weekend etc.), and probably looks logistic:

to those who say "follow the rules, then there's nothing to worry about", well...

i wrote about this couple years back i think, but my mother got "careless driving" ticket for sliding on ice..  No known "Laws" were broken.  condition of the road were horrible, and she just couldn't catch the slide in time. (nor do i think she was capable, approaching senior status soon... but that's another matter).  the car at the time had ice tires with studs on.   

so...  it's really not true.  if you are just shi+ outta luck, you can and WILL get fined for anything.

Just a note about regular auto safety inspections. They aren't really that common. 18 U.S. states require them (many of them just every two years). We certainly don't have them here in Manitoba. Let's face...they are a pretty silly waste of money.

But I just wanted it recorded that regular safety inspections aren't the norm.
