Purchasing 2nd hand in BC

I'm looking to buy a 2-3 year old, fuel efficient car for under $12,000. Currently looking at small cars like the Versa, Yaris, Fit, Accent, etc.
It's my first time buying so I'm just trying to figure out how to do it. I live in the lower-mainland. Much appreciated if someone can answer these few questions.

- Do I have to pay GST or other any other tax?
- What are the pros/cons of private sales vs dealerships?
- How will the HST affect used car prices next year?
- What's the best way to get a car loan (ie: banks, dealers, CIBC loans, etc)?

I can answer some of your queries:
1. if you buy from a dealer, you pay both GST and PST; if you buy privately, you pay the PST when you register the car, no GST.
2. dealers "tend" to be more honest, particularily new car dealers, but you can find dishonest dealers. If you are buying privately, you need to be quite diligent and have the vehicle checked out completely by an independent mechanic. You also should check the car for liens against it, and for accidents. Some private sellers are nothing more than "curbsiders" and should be avoided IMO. Actually, you need to be quite diligent with most dealer used car buys also. A reputable dealer should have no problem letting you get the car checked, at your expense, of course.
3. once the HST comes into play July 1/10 the private deals will be subject to GST also (ie, you will pay 12% on registration with the province). Will used car prices go down? Personally, I don't think so but who knows?
4. Getting a loan depends more on your own credit rating and personal financial history. If you are just starting out, with little or no financial history, some lenders may not wish to lend to you. Can you get help from a parent or relative?

I would definitely have a qualified mechanic inspect any prospective used vehicle BEFORE I buy it. Check out the Car and Car Care...Buying and Selling section at BCAA.com for a list of what to look for and do when buying a used vehicle. Check out the VIN with ICBC or Carproof for the vehicle's history.

As far as the financing goes, get pre-approved for a certain dollar amount if possible before heading to the dealer.  That way you have some negotiating leverage with the dealer for a better finance rate.  Worked for me previously.

Private sellers tend to ask lower prices, in addition to not collecting GST. But they may be harder to deal with - some private sellers are really good, others are frankly idiots.

A reputable dealer is probably trustworthy (e.g., if you're buying off a Toyota dealer's used car lot). Some of the small USED CAR dealers can be dishonest, though. Also, don't assume that because it's a dealer the car deal is good. My first car was bought used from a lot by a friend (who I then bought it from), and I found out while I owned it that it was a rebuilt car from Alberta... even though it came from an Infiniti dealer, my friend never knew it was once written off!).

On that note, do run a CARFAX check. They're not always perfect, but then can eliminate some bad vehicles. And as others have said, get a mechanic to look at it... in my case, it was pretty obvious once you popped the hood that the car had been in a serious accident and put back together.

As to your search: I'm not sure you'll find a good Fit in your price range (when I was looking ~18 months ago there were very few used Fits for sale, period). But if you do, it's imo the best car in its class (full discloure: I own one). The Yaris is a good choice, too. Those would be my top picks.

Lastly: a brand new Accent starts at $14k, but for a while they were $9999 with incentives... I don't know what Hyundai is doing these days, but check out their deals and you might be able to fit a brand new Accent into your budget if you're so inclined.

While we're on the subject, how about if an Alberta resident buys a used car in BC?

If I buy it from a dealer, I assume I'll be charged PST regardless, but can I get the PST back from the BC gov't if the car is registered in Alberta more or less immediately?

Or maybe if I arrange to have the car shipped directly to Alberta then the dealer won't have to charge the PST?

You get the PST back but I forget how...??

EDIT - I think you go get a "Temp Permit" to drive it to AB, at that time you show your permanent AB address, and the PST part is exempted. You register the vehicle in AB on your return.

Ovr is spot on.  All you need is proof of residence and the dealer will omit the PST.  Then just get a temporary permit for travel from A to B.

I've only seen two others in the past two months, and both were eastern cars with lots more kms.
