I think that's true, shoes are a good indicator because people who are right in the middle of the scale sometimes don't give a toss about shoes either.

So good shoes either means stylish, well off, or gay.

Jeans should be worn with shoes or boots, either casual or dressy.  As for part 2 of your question, refer to my statement above.
