Yes, although I thought that was because they couldn't close it.

Why not?  Big engine/exhaust?

Air cooling.  AFAIK they left the engine cover open so the engine wouldn't overheat.

That what I remember as well.   The cover did not fit perfectly over something on the Arbarth engine so they took advantage of that and just left it open for cooling. IIRC it could be sorta shut to keep the rain off while parked.
A common mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools.

It also added 6mph to the top speed, it's not a bug, it's a feature.

Rear wings might be useful for down force on some cars and they might even improve the looks.  However, there are some, er, projects that ought to have been left on the drawing table:

This last one actually was a limited production run but I'm including it here anyway.  Even companies can go a little nuts: :o ;D

A bit of spoiler history came with the last photo:

What I like about the Plymouth is that the 'Plymouth' logo on the rear quarter panel doesn't seem to line up with anything, it's not level, it doens't flow with the lines of the car...like a typical Detroit product of its day, fit and finish aren't important.

I suppose the Abarth could have used a deflector/wing combo.
