Based on the speed ratings and the look of the tire, the Falken 439 appear to look like winter performance tires which should be directly compared to the Hankook W300 Ice Bears, not the W409.

Hankook W409 are oriented towards city driving (vs. hwy). The W409 should perform better than both the W300 and the Falken 439 in heavy snow or in really bad winter conditions (e.g. colder temps). Tire wear should favour the W300 and 439 since they are likely less soft than the W409. Softer tires like the W409 generally perform better than harder tires in tough winter conditions, but usually at the sake of poorer tire wear.

I'd go for the Hankook W409s.

The W300 is an old design in its last year or two of production.  The W409 is a relatively new tread.  Based on that alone, go with the W409 over the W300 or the Falken unless you drive a Porsche or something that needs a higher speed rating (higher speed rating generally = less slippery surface traction)
