I'm also confused.  Several police departments have used white cruisers with "wavy" colors for more than a decade.  A lot of them are going back to the black and white cruisers (a la OPP) ... very retro nouveau.

The RCMP around here have a few "retro" cruisers: they're white and black, and even have the single red light on the roof. I did a double take when I saw one for the first time. http://www.metronews.ca/Calgary/local/article/78530

It's not big deal either way, but I prefer police cars to have a more conservative look. The wavy graphics on that American cruiser in the link seem a little over the top to me.
