Normally the buyer would get a temporary permit and then run around and get the necessary tests done. Buyer gets insurance the same time they get the temporary permit. It's called a trip permit. I think it's good for at least 10 days.

To keep it simple do it as follows:
1. get safety test done (you)
2. sign over the ownership (you)
3. provide bill of sale (you)
4. get money from buyer (you and the buyer)
- at this point you are done and don't have to be in the picture
5. arrange for insurance (buyer)
6. get temporary 10-day permit (buyer)
7. get necessary emissions test done (buyer)
8. get UVIP (buyer)
9. get proper plates (buyer)
It's really not that complicated. The only part you absolutely have to deal with are signing over the ownership. Technically the buyer can deal with everything else.
