A friend said he could get nicks out of my bumper (volvo 06) by using black primer. Now my bumper looks like crap. Is there any way to get the primer off without getting a new paint job??

Take it to a autobody shop. Kinda hard to answer with that kind of info. Chances are, it will need to be sanded, filled the cracks, push out the dents and repainted.

Sounds like your friend may have done more harm than good. Given that I don't know all the details and can only go on what you have inciated in your post, I would imagine they're going to have to repair and re-paint the bumper.
