Causes of Rust Around Gas Tank Caps?

It seems certain cars seem to rust in this area a lot. Accords, Malibu's. Seems like a strange place for rust to develope consistantly.
Or is it? What causes a car to rust in this area?

Gassing up while drunk and chipping the paint?  ;D

Actually, I think the main cause might be moisture accumulating in dirt and grime around the gas cap, especially if it's hidden under a door. Lots of people don't bother to look here when they're cleaning their cars. :)

I agree as My newer seville has some rust on the rim of the opening of the tank as well. It is behind a closed door as well. I don't like to see this in there but it should probably clean off without too muich trouble I suspect.  :)
