17 million to Ford

How about Ontario Goverment giving Ford 17 million for a engine plant so they can sell thier engines cheaper in USA.  :o :o :( :( >:( >:( :-[

I don't get the connection. The money is for economic development and job creation/maintainance. What does it matter where the product is sold or for how much?
