LONDON — Owners of gas-guzzling cars will have to pay 25 pounds ($50) a day to drive them in central London from October in a push to cut carbon emissions, mayor Ken Livingstone said on Tuesday.

Mr. Livingstone admitted it would have little immediate impact on emissions but said the lifestyle signal and other moves such as recycling initiatives and new building rules would help cut London's carbon emissions by 60 per cent by 2025.

"I believe that this ground-breaking initiative will have an impact throughout the world with other cities following suit as they step up their efforts to halt the slide towards catastrophic climate change," he told a news conference.

London, which generates 7 per cent of Britain's climate-warming carbon emissions, is one of 40 world cities pooling their knowledge to fight climate change.

Mr. Livingstone said the new scheme would raise 30 million to 50 million pounds ($60 million to $100 million) a year and cover most of the cost of a major cycling initiative he unveiled on Monday that will include a Paris-style roadside bicycle hire scheme in the city centre.

Environmentalists welcomed Tuesday's move as a step in the right direction, but said far more was needed.

"We now know that we face an emergency situation on planet Earth that requires us to bring down carbon dioxide emissions very quickly indeed," said Friends of the Earth's Tony Juniper.

But motoring organizations were not so keen.

"We welcome incentives for cleaner, greener cars. However, larger families who do low mileage will be clobbered by this new tax," said Automobile Association president Edmund King.

Mr. Livingstone, who has made the environment a central plank of his tenure, is facing a tough re-election battle in May. If he loses, his emissions policy is likely to go with him.

The 25 pound daily tax on vehicles emitting 225 grams of carbon dioxide per kilometre would apply in the same way as the normal 8 pounds ($16) daily charge does to all but the cleanest cars. (According to the Ontario Ministry of the Environment, “The average car creates 225 grams of greenhouse gas and air pollutants per kilometre — enough to fill a teacup.”)

"I have every sympathy with a Scottish hill farmer who needs his 4x4 to get around. But there is absolutely no justification for cars producing high amounts of pollution being driven in central London," Mr. Livingstone said.

I believe they have had a tax for years now the same but this is a increase I think for certain makes of vehicles and their engine sizes. I assume its for the gas guzzlers with the larger CID's under the hood.  Smiley

He's right.  Who needs a Range Rover in Central London?  Those "diesel belching buses" one engine is better than twenty gasoline engines stuck in traffic...

I'd be pissed if I were a Londoner, but the pragmatic side of me sees the good in such a scheme too.  If you want to drive a Range Rover, go ahead.  But do your part to address the social costs of your choice, too.

How is it possible that after electricity has traveled through hundreds of miles of power line then hundreds of feet (or yards) of romex in our home, that changing the last three feet of wire with something exotic, expensive (cool looking, and packaged in a pricey box) is going to make a difference?

No-one but a nut case would try to drive in central London in a Range Rover nowadays... but there are lots of those nut cases.
They are getting rid of the elegant, double decker, red, diesel belching, Routemaster Buses in favour of long ugly things with a hinge in the middle  just to make things worse.

The Mayor of London is a barely reformed Trotskyite.. Known as Red Ken.  He should have received an assassins bullet back in the '80s courtesy of Mrs Thatcher.

Everything I read about this guy suggests he's a real far,far left whacko....a throwback to the Labour types who screwed the UK up so badly in the post war years. Seems more of a tax grab than something that will have any measurable impact on climate change

You have to remember that the Mayor alone cannot make these laws without the Council passing them for enforcement. Who even says it was his idea to start with in all fairness. He hasen't done this alone at all.  Smiley

For the first time, from October 27, cars categorised as Band A and B that emit 120 g/k of CO2 or less and meet the Euro4 European air quality standard will be given free entry into the congestion zone.

So far only 2 cars will be given free entry into the congestion zone. VOLKSWAGEN Polo Blue Motion 1.4 TDI (80PS) (without A/C) with DPF M5 Diesel  or, It is the same car a rebadged SEAT Ibiza ( from NOV 06 Wk 45 > ) 1.4 TDI 80PS Ecomotion M5 Diesel
