If we're talking frontal impacts, I'd say that accident avoidance is more important. If we're talking side impact, crashworthiness, because there's very little you can do to avoid being T-boned (most people never see it coming, and very often you're not in a situation where you can brake or accelerate enough to avoid the accident).
Also, with side-impacts, side belts don't do a lot, so the structural integrity of the vehicle and its airbags matter a lot. Seat belts do most of the work in a frontal impact.
