Looking for longevity I would add the Kumho ASX and BFG Traction T/A. Both very good and receive good marks in the wet and treadlife. Kumho would be the winner on price. A little more expensive the ZE-512, but if treadlife is what you crave it will do far better than the ZE-512 and be quieter.

So what cheap tires would you recommend?

Each situation is different, but in this one I recommended the ASX if they are looking for longevity and value.

The Kumho ASX is a V or W rated ultra high performance all-season tire with only 50,000Km limited warranty and does not come in size 185/65R15.

It does come in the 195/60R15 size and we interchange that on the civics all the time. The ASX has a 420 AA A rating and the Fuzion a 400 A A, so basically the same treadwear rating. Going from my experience the ASX would be a good option.
