Logically you are right, however the highway system was designed and built for 100-120 KPH and most vehicle are geared to get their best fuel mileage in the 90-110 range. Going slower would save more lives of course. Speed governing on passenger vehicles and trucks would require, in most cases, nothing more from the manufacturer but to program such into the PCM as their are few vehicles that haven't switched to drive-by-wire. So why not regulate it into the upcoming models?
