Buying Car in US for US use

Daughter studies in Philadelphia,graduating this year.Thought of buying her a car for her graduation.
Besides  using Edmund's TMV(true market value) as a guide,are there any organisation like APA.ca in the US that do all the negotiation for you and you just pay the 60$ fee to join?

I do think there are a lot more Car Buying Services in the US, even Costco in the US has one. A friend bought her Accord at $300 over invoice thru the Internet, she had quotes from at least 2 Services, she choose the lowest, then pick the car up at the dealer. Do a quick search you should be able to find a few a least.

In my experience, you can get very nice deals well below invoice in the US, just by using email and the internet. You can do the legwork yourself pretty easily, but Edmunds is of course quite helpful as a reference.

I was offered roughly $1300 USD below invoice on a Subaru Legacy by no less than two dealers in the same city. $750 of that was a manufacturer's rebate, the rest was dealer cashback.

Edit: I should add here that I didn't even negotiate. These were the initial offers tabled by the dealers.
