I have seen lots of drag racers do that as the rear bumper often acts like a parachute so they cut holes to allow the air flow through.  Not sure how much of a difference it would make, but if you're serious about racing, I guess it couldn't hurt.   That said, it's hard to tell if that car actually races or if it's all for "show".
