Heel and Toe

I have been reading a Heel and Toe Guide and have some questions.
First off what is the real point to heel and Toeing? And second. Between steps 4 and 5 have I turned the corner yet?

1 Begin braking

2 Hold Clutch down

3 Blipping the throttle (1,000 rpm to 2,000)

4 Shift to third gear

5 Release the clutch

Heel toe allows me to run deep into a corner, brake, shift, and get into the appropriate gear for exit.  You want to get the car into the proper gear before you enter the corner so your steps are done prior to corner entry.  After step 5, you turn the car in, and gas it for exit.

Its fun and challenging, plus it gives you one more tool to be able to drive your car effectively (very useful on hills   ;)  ).
