In British Columbia, Is it a violation if only 1 headlamp is working?  Will the police issue a violation ticket if he sees that?

I'm not sure about BC, but in NB you need TWO headlights, and at least ONE taillight, which must be on the LEFT side of the vehicle.  I'm sure it's the same.  As far as tickets go, maybe yes, maybe no, depends on your mood, cop's mood, weather, time of day, if he's seen you with only one headlight for the last 3 weeks, if you're speeding, tailgating, generally being a dick or not.  Sometimes you just get a warning; sometimes you have 24 hrs to have it fixed and show up at the cop shop to prove it; sometimes you get a ticket right away.

Clear as mud, isn't it?
