Mandatory snow tire law

I live in Ontario. I think we need mandatory snow  tire laws here.. Dec 1 - MArch 31.

Drivers should be heavily fined i order to acheive compliance.

And the Manufacturiers should be obligated to include them in the sale of a car.


What do you think?

There was lots of discussion about this last winter (and probably for many winters previous).
I do not support a mandatory snow tire law. This doesn't mean that I don't support the idea of people using winter tires - I do, strongly. 
Instead I would support discounts from my insurance company for running winter tires in winter!

I use 4 snows on my vehicles now and always have for the past number of years. I support the use of 4 snows and think it is an intelligent way to deal with winter conditions.

I do not think snows should be mandatory as ppl have many reasons (a few of them good ones) to not use snows and I definitely do NOT think they should be included in a new car and thus priced into it. I will get my own of my chosing. OEM tires are not usually my favorites.

A discount on insurance for using snows is a great idea, I should call my Ins Co and see if they will.   ;)

Even if it was mandatory what police force has enough time to hand out tickets during the day/night.  I guess once there is an accident and you didn't have snow tires on they could give out an 'extra' ticket for that.  But just like everything else, if the person doesn't drive within the limits it won't matter one bit.  Plus, some people will let the tires wear down to far just like their 'three season' tires. 

Again it comes back to education.
A subwoofer should only be noticed once it has been turned off.

Nope. What will we have police checkstops backing up traffic for miles to see if the proper tires are used? I say operator beware. When little Johnny slides his Civic with the 19" rims into a curb perhaps he will change his mind.  ;D  On really nice winter days here in Calgary when there is NO snow on the roads and the temp is 10 degrees I sometimes pull out the play car (In this case a Volvo P1800). Will I have to have winters on this too? ::)

There are many laws for automobiles in Ontario. Compliance and regulating this would be very difficult as Police struggle to keep monitor the ones we have now. I think some form of incentive form Government or the Insurance Industry would help.

In Calgary we already have targeted enforcement.  Every spring motorcycles are singled out for "routine checks" just to make sure all your paperwork is in order, tires are good etc. even when most constables don't know what to check for.  Why not with cars?  

That said, enough with laws... discounts from insurance would provide a much better reason for folks to consider snow tires.  Imagine if the annual discount over 4 years would cover say 1/2 to 3/4 of the cost of a set of snow tires!  Course I'm preaching to the converted.

On a related note, Calgary just got the first snow/ice dump this year.  "slushed" last night and the place is covered in 1cm of ice/snow/slush... and my snow tires are mounted on rims... in my garage  ::)

Just modify current legislation so that in the event of an accident in snowy/icy conditions, vehicles without snows are automatically at fault. Insurance companies would take care of "enforcement"! ;D

You must live in the sticks? ??? I left at my normal time 7:00am and it took me an extra 5 minutes. 4 of those minutes were spent getting around a ricer spinning away furiously in his 2WD Talon on a slight uphill. I bet he loves his Z rated rubber now. ::)

That happens in BC (at least around where I live for accidents on the highway).  We have laws about driving to conditions and there are signs about having to carry chains or use good winter tires.  Once in a while the RCMP will target people traveling on the Coq for enforcement, mostly the loonies from Vancouver who think they can drive that highway in winter without proper tires (and the trucks who think they do not need to put on their chains even when the signs say they do).  The toll both and brake checks are good places for that as vehicles have to stop anyway.

Doesn't that describe all of Calgary now? The hills on the west side of the city are downright nasty on days like this. I think there was a reason why the forefathers didn't build communities on  top of the hill.

I'm not fond of yet more legislation.  I prefer the combo of education and insurance discounts, i.e. the "carrot" method before the "stick".

The beauty of this method is that it allows the industry to tailor the response to the climate of the insured.  If you live in one of Canada's warmer locations and your driving is local then winter tires might not be that important.  If, however, you live in the snowier areas of the country, then winter tires become a necessity that should be encouraged.

The only problem with those discounts is that the object of the discount soon becomes mandatory in the policy.  Consider anti-theft.  Once upon a time having an anti-theft system got you a discount.  Now the companies won't insure you if you don't have one.

I'm a firm believer in the use of winter tires but as stated above, I'm not about to support nation-wide decrees on the matter.

Another poster talked about holding the non-winter tire user more accountable somehow in the event of an accident.  While I do like the idea of assigning at least some of the blame for an accident to anyone who does not use winter tires, I don't know how well it could be enforced.  This is assuming that the lack of grip was a relevant issue in the accident.

Growing up in B.C. (Kootenays) - you'd be a complete moron not to have winter tires; naturally, every car in our family had them in good shape on their own wheels.

I was surprised to listen to the news and find how many accidents would occur in places like Calgary because so many people use all-seasons.  I regularly travel to Calgary all year long, so I have seen my fair share of accidents after the fact.  In B.C., we would need winter tires mostly due to accumulation; however, in Calgary slush, ice and slick, compact snow would tend to be the major problems.

Now, here is Saskatchewan, I've been through two winters.  The grand majority of drivers here use all-season tires.  The roads in the city are garbage in the winter, and the drivers are already terrible enough.  The first season we had different cars with winter tires.  Now we drive a new car and I didn't buy the tires for it last winter.  We got by just fine; however, there were incidents when I was shaking my head, knowing that if I had winter tires, I'd have less stress with all the emergency maneuvors I had to deal with due to other crappy drivers around me.  I'll be buying the winter tires this year.

Should there be a law?  I say no.  What would certainly help is if they didn't called them all-season tires.  This gives so many people a misconception on just how lousy they perform in winter conditions.

well, not necessary to have snow tires... it's upon the driver's will of coz... normally for fresh new car snow tires ain't necessary until the 4-seasons are quite wear out
