Maybe city could help us out with this one..
So say you see a car hit another then drive away. You record the licence plate # and some vehicular details and put that on the defenseless car's windshield.
Better yet, what if you return back to your car with a damaged bumper and a similar note on your windshield. What can you really do? Report it to your insurer? They probably won't cover it unless the other car tries to report bumper damage...
Even with witnesses, such an incident hurts everyone because of all the red tape.
Oh God, here we go again....
Long story short....Unless one of your witnesses can pick the driver out of a photo line-up or he decides to fess up to the incident, there will be no charges laid. Charges CANNOT be laid against the owner of the vehicle just because he/she is the owner. However if you have the other vehicle's information you can call your insurance company and claim it. Plus there is also the civil court route to attempt to recoup your losses. The burden of proof in civil court is far different than in criminal court.
