I have a 99 accord sedan. Sometimes when I turn the key to the accessory 2 key position, the power windows, sunroof, dash lights, etc. do not work. When I turn the engine on and off, then I can use these features on accessory position 2. The radio works fine on either accessory position. What could be the problem?

Honda had a recall on the ignition, check with them if yours is affected.

I think I sort of understand your scenario, it may not be connected with the recall, but nonetheless, get it checked for a recall.

So if I understand you correctly, when your car has been running, and you cut the engine, then for somewhere between 30 seconds and two minutes (depends on the car make/model), you can use your power windows.  You say you have your keys in the ACC position.  Give it a try in OFF/LOCK or with the key completely removed.  I bet it still works like that.

Now without having started your engine, when you move the key straight to ACC, the windows won't work.  Move it to ON (without starting), and it does.  And I bet if you move it back to ACC or OFF/LOCK, it still works.

If that's exactly what I described, then your car is working just fine, it has what's called "retained accessory power."  This lets you park the car while your windows are still down.  Then before leaving the car, you realize you didn't roll the window up, so there is still power available (for a short time) for you to do it without having to put the key back in.

The only recall I found was this which was not what I had described.

Weeble, I know what you are saying but that is not the case.  For example, I get into the car, turn the key to ACC2 position right off the bat but cannot use the windows, sunroof, dash lights will not come on, etc.  This only happens sometimes though.
