Towing Damage Liability

This hasn't happened to me, but as I watched someone's shiny new vehicle being hooked up to a tow truck I wondered - who is liable if the car is damaged mechanically or cosmetically from being towed? Towing company? The city? It's the price you pay for parking illegally? How would you prove damages? Just curious - anyone got the scoop on this?

If someone moves my Car whether legal or illegal they are responsible for damages on the vehicle providing they caused them. No-body has the right to damage your property at all.

I think your insurance would make you pay the comprehensive deductable unless the tow truck driver agreed to be liable (as if they ever would...)
