AFIK, recommended is 10,000 kms +/-. I use this as a general rule. I tend to rotate my tires myself if the weather is kind (no garage). If the weather is crappy, I'll wait til my next oil change and have the shop do it for me while the vehicle is on the hoist.

With winter tires, because of their tendecies to wear relatively quickly, I rotate mine every oil change (5000kms). This may be a bit overkill, but I never have any problems with uneven wear...
