My 2000 outback front brake rotors and pads need to be replaced. i got quota from dealer (Toronto), it would cost about 400$ or 500$, i am not sure it's reasonable or not. If not, Can someone recommend some shops which have good reputation?

Sounds about right.  Discs should run about $100-$125 a pair, pads another $75 a set and maybe 2.5 hours in labour or at least $200.  $200 parts, $200 labour, taxes etc. and you're in the $400-500 range.

Most late model cars run about that.
