Worrying about what the dealer will do is why I questioned this price originally, it is (among other things) lower than the lowest I can offer with CarCostCanada's "take it or leave it" form. The form allows me to offer as low as 2% over invoice, $99 for the paperwork, and the result is higher than the dealer is asking, even without the $99 to CCC if they get the price.
The car will be new so I'm not so worried about an inspection, and in fact yesterday (driving around Montreal) I noticed a few cars with what I assume is the 10-day trip permit (drove a car with one in Ontario for a friend years ago). I found a Quebec govt form that says I can apply for a rebate of the 7.5% TVQ if the vehicle is not registered for more than 10 days in Quebec, again reinforcing the idea of a temporary permit.
